Council approves more work on Beall-Dean project

In perhaps its shortest ever, the Willow Park City Council held a special meeting on Tuesday, Dec. 16, and approved moving forward with Phase 2 of the Bankhead Utility Extension Project.

The meeting lasted four minutes and the vote was 5-0.

Phase 2 of the project extends both water and sewer utilities along Bankhead Highway to the Beall–Dean property. Under the city’s development agreement with Robert Beall, both water and sewer service must be available on-site by November 2026.

“We’re going to move forward and honor our agreement we made,” Place 1 Council Member Eric Contreras said.

The engineering firm of Jacob & Martin in Weatherford will put the package up for bid soon, Contreras said. 

This project is ultimately connected to the annexation of 317 acres of land owned by Beall-Dean Ranch, Ltd., which council approved in November of 2024. The land is located on the southwest corner of Interstate 20 and Highway 1187, running all the way to Bankhead Highway.

Potential businesses for the area include sit-down restaurants, fast food restaurants, big box retail, grocers, convenience stores, office, and work space. The residential portion will include some green space with a neighborhood park and some small water areas.

Council approved moving forward with the Bankhead Phase 1 Utility Extension Project in early 2025. This phase includes installation of a 12-inch water line along the south service road to the Beall–Dean property, as well as improvements to the sewer force main that will relocate the existing line from Willow Park Village Lift Station — currently routed between residential homes — to Bankhead Highway and up Willow Bend Drive.

A second component of Phase 1 consists of constructing a new lift station south of Broadway Boulevard on the south side of Bankhead Highway. Both components of Phase 1 are currently under construction.

The city initially delayed moving forward with Phase 2 to evaluate whether the utility extension could be coordinated with Parker County’s planned project to widen and resurface Bankhead Highway, potentially creating cost savings for both entities. The County’s project, however, remains in the engineering phase.

“The development is great. The growth out here is coming,” Place 2 Council Member Chawn Gilliland said. “We at Willow Park are at the point where we can provide water, we can provide sewer.

“And Robert Bell is not shabby at what he does. He does great work and pays close attention to every detail. This is going to be good for us.”
